Congress appropriated money for the Dept of Education. Generally for grants, loans, etc. That department is under the executive branch (President Trump) and how that money is allocated is up to the President. Nothing specifies he must provide grants for any particular college or university.The problem with that fantasy is Congress has abdicated much of its role and left a lot of its role to the Executive and Judicial branch, and the country has allowed an organized crime syndicate hiding under the ruse of being a political Party to fill the Federal and state judicial benches with obstructionist vermin and assorted left wing operatives.
