Congress appropriated money for the Dept of Education. Generally for grants, loans, etc. That department is under the executive branch (President Trump) and how that money is allocated is up to the President. Nothing specifies he must provide grants for any particular college or university.

Incidentally, Biden BROKE this law by converting student loans to grants. SCOTUS told him he broke this law, and he went and did it AGAIN anyway. Democrats don't give a damn about the law. It's only lip service to them. They even try to hide behind the very Constitution they despise.
