True, but like it takes two to Tango, it takes everyone to make peace and only one to make war. Outside agitators happen. They are matches to a fuse. It's very important to realize that agitators can't light anything that doesn't exist. IMO, the best solution is not to worry about the "outside agitators" but figure out why that fuse exists and what can be done to resolve it while preserving "Life, Liberty and the pursuit of Happiness".

Obviously there are problems. There extremists see only two solutions; crush the dissent or burn it all down and start over. Neither one is good for the nation. It's better to just fix the problem. The hard part is how to fix cultures. It's not easy and it takes a lot longer than the over-anxious care to give it. There are no single, simple solutions. Saying "Stop being racist" doesn't do a damn thing.

While I'm not saying this is ok, people have always gotten killed by police. It generally doesn't lead to riots and looting across the county. Sometimes it did, like with Rodney King, but that's the exception.

Why do you think some lead to civil disobedience and some do not? As for the looters, those exist anytime there's a breakdown in civil order regardless if it's human action or a natural disaster. There will certainly be a few looter scumbags scouring the smoldering ruins of houses burnt in California.

If I had to guess, I would say the rioting is a result of a mix of Multiracialism, Trump's recession, and the pandemic.

It does work. So well that the United States has kicked the ass of anyone who challenged it to date. The problem that our people are becoming lazy and looking backwards at what "used to be" instead of working hard like our foreparents and earning it by being the best.
