I have not weighed in much on this topic.
It is really quite a conundrum. Part of me wants to sit back and let them tear each other to shreds. Quite frankly? I am sick of them.
On the other hand, I don't care to see innocents killed by chemical weapons either.
I suggest we invest Money....scads of money into renewables. We know it works...it's just a matter of scale.
Figure out how to make the Tesla and the volt affordable and practical. Encourage other car manufacturers to do the same.
If everyone could afford one, why wouldn't they make the switch the next time they need a car?
Same goes with our homes....solar, geothermal.

If it doesn't assign responsibility then there are two possible reasons for not doing so.
1. They were incapable of determining which side was responsible.
2. The terrorists were responsible and the US applied pressure to keep it quiet.
I would suspect that as always with these gassing incidents there will be some hunches thrown around and then the US media will take those words and attempt to make it a positive thing.
We can be very thankful that there are honest Russian members of the inspection teams and so the US won't get away with fabricating a false report.
This issue, with the demonization of Putin, the US foot dragging, the US negativism toward finding a peaceful resolution, has now made it very obvious that the humanitarian concerns are not what motivates the US to war.
