and that along with no real desire to stay sealed the deal.

having the re-negotiated SOFA pass an Iraqi Parliament would have been a big lift.Immunity from prosecution was the sticking point. A determined Oval Office would have pressured Malaki---offered a concession [made a deal like Trump lol?] to get another one signed.
