when you build a partial wall, people go around it. If you built a wall that went from California to Florida, they would tunnel under it, go by boat around it or fly over it.

We should absolutely take whether we can effectively enforce a law into consideration. The costs of enforcing the law should be compared to the costs of permitting the behavior.
