Exactly. The stakes are higher, so the scrutiny must be higher. This isn't like smoking a joint to ease arthritis...these are experimental treatments, with no track record of success, that aren't FDA approved, that amount to snake oil and false hope.
But more insidiously, the intent is to let drug companies profit off treatments they can't get FDA approval on.

What harm will come? Well, for one, they could blow all their money on the treatment that doesn't work, leaving them terminal and penniless. False hope also extracts an emotional toll on the patient, which will prolong the suffering and make it worse, and then there's the emotional toll it takes on the family of the patient; being led to believe in miracles only to see those hopes dashed and their checkbook depleted because the cost of these treatments is going to be astronomically high.
