Give one to each family, size dependent on how much land they own, with the stipulation that they refurbish it themselves.

These containers are built from corten steel, almost 3 times as strong as mild steel and highly rust resistant.
They are built to withstand high stacking loads fully loaded. The sides are plenty strong enough.

They have the ability to be "stacked"; because the corners are reinforced and that's where the stacking occurs.
