Give one to each family, size dependent on how much land they own, with the stipulation that they refurbish it themselves.
I'd bet that a family that's able to construct a shack, out of scrap, would have the ability to make the transformation.

Some people are burying them as storm shelters, cellars, and such.

Of course the sides need reinforced; because they're not made to take much pressure from the sides.

What will stop them from sinking into the sewage and becoming unlivable, and how will people breath in containers with no windows? do they need to keep the doors open at all times? You people are really fucking weird

Trump will use PR as a trade school to "train as you work" pet-project and rebuild the entire infrastructure ---then later another scandal can take shape when land speculators scoop up all the mortgages.

No they don't they control the powers of the Executive branch of the Federal Government including disaster relief, recovery, and preparedness, and Trump has done a better job in that respect as proven by the incontrovertible fact that more people died from a single category 2 under Obama compared to two consecutive Category fives under Trump.
