I reject that notion to. Not being a citizen should not be a crime. Should it mean that such an individual who does not have citizenship or legal residency status should be removed? Yes it shoud but criminalizing them would be a big mistake.
As for the law. A law doesn't have to explicitly identify and marginalize a racial minority to be racist, as I've demonstrated.

If I am pulled over and only have my New Mexico license I must provide a second form of ID under the Arizona law. This is because NM has decided it is better than everyone that drives has a license and can therefore get insurance. So illegal aliens can get a license and then get insurance. That means I have to use a second form of ID.

Not under the provisions of SB 1070. For example, a New Mexico driver's license would not be accepted as proof of citizenship or legal immigration status.

A PERSON IS PRESUMED TO NOT BE AN ALIEN WHO IS UNLAWFULLY PRESENT IN THE UNITED STATES IF THE PERSON PROVIDES TO THE LAW ENFORCEMENT OFFICER OR AGENCY ANY OF THE FOLLOWING:
1. A VALID ARIZONA DRIVER LICENSE.
2. A VALID ARIZONA NONOPERATING IDENTIFICATION LICENSE.
3. A VALID TRIBAL ENROLLMENT CARD OR OTHER FORM OF TRIBAL IDENTIFICATION.
4. IF THE ENTITY REQUIRES PROOF OF LEGAL PRESENCE IN THE UNITED STATES BEFORE ISSUANCE, ANY VALID UNITED STATES FEDERAL, STATE OR LOCAL GOVERNMENT ISSUED IDENTIFICATION.

If the person being questioned, has no viable connection to the incident, then that's as far as it goes.

The issue lies in the interpretation of "reasonable suspicion".
You are incorrect regarding New Mexico driver's licenses, which is what I stated. They are not accepted as proof of legal residency, immigration status, or citizenship.

A resident alien may get a NM drivers license if they have a metricular number issued in state...meaning that they will have to show the US Consular that they are in the state of NM legally!!!! This means that if they have a current NM drivers license that it can be assumed by law enforcement that they are here legally!!!
To get a NM drivers license you must provide:
MVD Proof of Identification Number
MVD Proof of Identity
Proof of New Mexico Residency
If you are not eligible for a social security number, you will need to bring the following documents to any MVD Field Office:
- One (1) proof of Identification number - No SSN, and
- One (1) proof of identity - No SSN, and
- Two (2) proofs of New Mexico residency
At least one of the ‘proof of identity’ or ‘proof of identification number’ documents must also show your date of birth.
