There is an El Kabong cartoon, which portrays a Mexican as a sterotype to be ridiculed. Many Hispanics find these types of portrayal offensive, as I am certain you know.

I think the confusion is coming from the word "immigrant".
Once a person becomes a US citizen, they are no longer considered an immigrant and therefore would not fall under this requirement.

There was a news article, regarding illegals leaving AZ and moving to other States.
Schools have reported a decrease in enrollment, that appears to be in correlation of illegals leaving AZ.
So, what problems do you see that it's creating?
