I'm sorry, but you are wrong. Legal immigrants are required to carry their identification at all times.
8 United States Code Section 1304(e) requires legal immigrants to carry those papers, this law has been in effect since 1940.
Here is the wording:
The Arizona law doesn't say they have to carry papers, it says if an alien "is in violation of" and lists this particular code.
