He was referring to the supposed million dosages the Trump Administration said they were holding in reserve which turned out to be 100% bogus, they had nothing in reserve. Joe is selling disinformation and you swallowed it

no it's not "better" . Some of that was was aspirational ,some of it was questioning out loud. and this was all new COVID.

"enhanced techniques" ( like drone which make agents chase illegals instead of just stopping them at the border)
