The speed of the fire is what is important, not how it is achieved.
All semi automatic weapons are capable of this kind of speed and need to be restricted for the same reasons full auto weapons are restricted.

What you can't seem to understand is that semiautomatic weapons can approach and sometimes match the speed of full auto weapons by using bump fire techniques alone. No bump stock required
