If rail delivery of oil and chemicals are so dangerous, why did the Biden administration cancel oil pipeline construction which would have been safer?

Is there any other study out there available that supports the cost to refit trains with these "electronic" breaks?

This rule, if it had remained in effect, would not have applied to that Norfolk Southern train as it was not categorized as "high-hazard."
