There is no such thing as an industry regulation written by one person, especially a person in the executive branch of government.
The way the process works is, Obama would have had his cabinet members in the transportation dept get together with industry experts, scientists, lawyers, political consultants etc, etc, who would investigate the problem then mount a joint effort to arrive at a workable regulatory solution that could also be something the rail industry could live with. Might not have been perfect, but it was an improvement in terms of safety for US citizens who live near railroad tracks upon which hazardous chemicals are transported.
Then your asshole hero/zero Douchebag Donnie Dumpster came along and just pissed and shit all over those people in order to score political points with rabid, mouth-foaming, knuckle-dragging right-wing bullet heads like you.
