The guidelines also contained some provisions demanding that schools properly protect children from bullying. I have not read anything that says those were left in place.

I believe in equality under the law. States don't have rights, individuals do. That did not come from a democrat but Ayn Rand and I will argue the 9th and 10th amendments. Of course, it took the 14th to make that a legal reality.

I don't agree with Obama's entire guidelines. The part about the bullying is fine. The bathroom stuff should probably be left to the states, for now. But there is no doubt the President has more authority here than with what Trump is trying to pull with his attack on so called sanctuary cities much less what he threatened against Berkeley.

which include "states rights". Constitutional law is obviously different then human rights.

States have no rights, but the people retain many rights, some enumerated and most not enumerated.
