If I want to walk into a nation park and spend the day hiking, picnicking, or using the restrooms, it's free. If I use their restaurants or cabins, of course I'd pay.

You also can't walk onto a military reservation, even though that's public property.

You also can't just walk into many federal buildings. They're public property, too.
