A bipartisan proposal to provide more than $1 billion in aid to the new Ukrainian government survived a procedural vote in the Senate Monday evening, setting it up for final passage later this week.

But the vote came after Senate Majority Leader Harry M. Reid (D-Nev.) suggested that Republicans may have helped Russia annex Crimea by delaying the vote.

Reid made the comments in remarks that reopened the Senate after a week-long break. He urged GOP senators to consider how their decision affects U.S. national security and that further delay "sent a dangerous message to Russian leaders."

"Since a few Republicans blocked these important sanctions last work period, Russian lawmakers voted to annex Crimea and Russian forces have taken over Ukrainian military bases," Reid said. "It's impossible to know whether events would have unfolded differently if the United States had responded to Russian aggression with a strong, unified voice."

The comments came just a few hours before senators voted 78 to 17 to proceed with debate on the aid package. All the votes in opposition came from Republicans, most of whom are concerned that the package includes changes to how the U.S. provides money for the International Monetary Fund.

1. Ukraine ceases military action. So then would Russia and the "war" would be over.

2. Ukraine changes its constitution to enshrine neutrality. What exactly is our objection to that. The U.S. has claimed a position similar to Russia's for 200 years under The Monroe Doctrine. We almost went to war over missiles in
Cuba.

3. Acknowledge Crimea as Russian territory. Factually it is Russian territory and that's not about to change anyway.

4. Recognize the republics of Donetsk and Lugansk as independent. Similar but not quite the same as 3. Let the people who live in those districts vote on it.

Putin is a pig. Whatever decent legacy he may have had is down the drain. He's also swooned half of Russia into believing he's fighting Nazis when three weeks ago none of his true believers thought Ukrainians were anything of the kind. He's become Russia's Trump in that way. But these four specific peace demands should be evaluated on their own faults or merits.

I am going to stick to my original comment- that No country should trust Putin on any cease-fire, doctrine, peace accord, or treaty- as he has proven time and time again that he never holds up to his end of the bargain! And yes he and Donald Trump are two of the same- Habitual liars, autocrats, and Criminally insane!

Nothing would happen other than the peace agreement itself until Russia withdraws. The rest would be overseen by the UN including the conduct of the province elections.

To Putin it is simple. Agree to give me everything I wanted at the start, and I will quit blowing up your cities and killing your people. Except, he started this war on his own. So he may just use Ukraine as a base and keep going. He is not trustworthy and he does not care if he kills citizens.

But one should NEVER trust ANY politician.
So, like it or not, they run things and they are the ones you have to negotiate with if you want to get things done.

And right now?
The top priority is stopping the killing/destruction.
Even if that means signing a treaty that cannot be trusted.

Without Zelinsky there won't be an agreement anyway. The question in this thread is what specifically is wrong with each of the four demands. So far I haven't seen an answer. Everyone wants only to dump on Putin which gets no one anywhere other than feeling good about himself.
