lets make this real simple for you. If you don't have insurance you are subject to a penalty. The only way the IRS collects this penalty is by deducting it from any tax refund due you. If you are not due a tax refund, there is no way the IRS can collect a penalty for that given year.

B) Sorry but this is a Constitutional republic and the Legislature not the POTUS have the power of the purse and Congress never appropriated the funds for the subsidies, Obamas Executive Order was a fragrant violation of the Constitution.

lol first of all 70% of tax filers receive a refund and even if you don't get a tax refund the IRS will issue a penalty for anyone making $9500 a year or more and that penalty will continue to accrue until it is payed off, now I understand how a dipshit leftist wouldn't care about moving up the socio-economic ladder but most people are not content to make so little money that they don't even get a refund, people making even as little as $17000 yearly gross get an income tax refund.

It was failing before Trump even announced, and all Trump did was rescind an Unconstitutional executice order which circumvented Congressional power of the purse, if you don't like the Constitution move to China.

All he had to do was rescind the unconstitutional executive order subsidies that were not appropriated by congress, the ACA is dead, choke on it.

No liar, the ACA took away healthcare from tens of millions of Americans including myself and forced me to purchase the gold ribbon coverage that I didn't need, didn't want, and can't afford to use.
