You can reduce that exponentially by releasing non-violent offenders.

Airplane parts, medical supplies and much more: prisoners are even raising seeing-eye dogs for blind people.”
With all of that productivity, the inmates make about 90 cents to $4 a day.
What a deal. It's essentially slave labor.
