Consider that Washington DC 45.4% African-American and 42.5% Euro-American. The Metropolitan Police Department of the District of Columbia (MPDC) is 50% African-American and 35% Euro-American. I fail to see why you are making it an issue.

She was mentally ill, of the type used by people such as Trump and OBL. These “leaders” would never do such thing logs themselves, they depend on less intelligent and I’ll people who fall for their rhetoric.

Agreed. About 2/3s of those arrested for the Insurrection were wackadoodles with previous mental health issues. About the same number also had financial problems. I suspect a strong correlation between the two.

Agreed. There's some family guilt that they didn't do enough to help her before she got herself mixed up with terrorists, but that's common. There's not a lot family can do if the person isn't cooperating.

Competence is exactly that. In government all-too-often people are not promoted on the basis of competence.

There are skills other than technical expertise. That's why I was never very good at office work and, therefore, command.
I was a line guy, not a staff puke. I was, however, a pretty good pilot. :)
