Once people get a gov't program in place, especially one of this size, it is almost impossible to remove it. People may say repeal Obamacare but if they lose coverage how many will say 'that's cool'?

He stated that they know these practices will be used as tactics to prevent their, the GOP's, ability to take action. This is why the bill is being put together this way. He expects more support after phase 2?
