black people in america, on average, commit more crimes than the average white person. Your source is retarded, as usual, because it uses raw numbers and doesn't look it the crimes divided by the population. Your own source literally admits that blacks on average, commit more violent crime.

He does not have the authority to do this. It lies with the legislature. Just because the legislature doesn't give him what he wants doesn't give him the right to do this.mit is called separation of powers. Kind of a Constitutiony thing
