The state is ALWAYS a legitimate target, so no, it's not "terrorism".
Taking over a building by force is most certainly terrorism. While the state is always a legitimate target, this is not a legitimate way to go after the state.
While I may agree with some of the objectives, I do not think the method is legal or appropriate.
As I said, it is called civil disobedience. Often the intruders lock themselves to items so they cannot be removed, if they are unarmed. It is protest, but can quickly turn into a debacle. It is illegal though. They can and will be arrested and are not protected by the 1st Amendment. The idea that they are "terrorists" at this point is absurd though. Clearly they aren't terrorists. Unlike a homegrown terror attack, like Tim McVeigh, they did not indiscriminately kill people in order to attempt to intimidate an entire populace.
