If you want to get tough on Fentanyl, you will have to get tough on Congress to do something about the manufacturing of fentanyl in Mexico and China.
The same should be said about shutting down the drug Cartels of Mexico and China. Presidents can only initiate XO's. Congress has to act here.

The neighbor isn't friendly when it turns a blind eye to its drug cartels poisioning 100,000 of its neighbors. That is like a drug dealing neighbor selling your kids drugs. Not a peaceful neighborly thing to do.
