There will be a new source. There are billions to be made. How many cartels have gone down.? Yet drugs continue.
That inspection idea is as bad as a military attack. Just El Paso has 50 billion in trade going through it yearly. In 2018 there were 811,000 truck crossings, 12 million autos and 7 million pedestrians.

Yes, it is impossible to inspect all cargo. I think they do open up the back doors on all Trucks now just to make sure there are no people in them, but they don't inspect but less than 10% of them more thoroughly.

But, the idea is to get Mexico to work with the US to end corruption in the Mexican government that allows cover and support for the Cartels.

But then, we can't ask them to do something we can't even do- and that is end the corruption in our own government.
