1) ‘Council’, a congregation of persons gathered together to discuss some important matters.
2) ‘Advice’, a useful tip or instruction that can be taken or given.
3) ‘Concord’, a consent or agreement (this one is almost non-useable in contemporary Russian).
None of those definitions have anything to do with Russia.

Ukraine signed the UN charter in 1945 along with 50 other countries including the USSR and Belarus.
In 1991, Ukraine changed their name at the UN from the Soviet Socialist Republic of Ukraine to just Ukraine.

So you moved the bar a bit to include Tsarist Russia, which ceased existing in 1918.
After the Tsar was killed, Russian Soviets invaded Ukraine in 1919 and annexed it in 1921. That annexation wasn't recognized by any international body at the time.
But then the Soviet Union dissolved in 1991, and a new Russian Federation was formed when the constitution was adopted in 1993. That Russian Federation included exactly ZERO former Soviet States.
So here's the thing...what claim is Putin laying to Ukraine that has to do with the Russian Federation, an entity that has only existed for 28 years?
