Even if they didn't know the exact location they had to know they were happening.

What is so special about Kaliningrad anyhow? It's an enclave. the vast amount of territory around it isn't Russian.
It's on the Baltic - but so is Poland and the Baltic states.

There is no indication the exercises were anywhere but where they were supposed to be located.
It was nothing but a Putin stunt.
