I had to submit a plan to deepen an ephemeral ditch by about 4 inches in my garden. I didn't do it though. Before Trump I was subject to a stiff fine. That BS is over now.
Besides the WOTUS rule was tied up in courts even when Obama was around. Scott Pruitt saved us a lot of trouble. Too bad for the lawyers.
Just curious...when your ditch was running, did it feed into a bigger stream somewhere?
 
Nobody in the ME was scared of Saddam.. Iraq was crippled by two decades of war and sanctions.
He kept Iran at bay with U.S made chemical weapons under Reagan. Iraq wasn't a vacuum waiting to be filled by a majority religion.

Halliburton lobbied to lift the sanctions on Iraq, Iran, Libya and the Stans.. Iraq in particular need oil services because their infrastructure and reserves were in such tough shape. Saddam had appealed to the US and UN in 1998 for Halliburton to come in an make repairs and upgrades that would keep those reserves from being ruined forever. The estimated cost was 20 billion.

It would feed into a small swamp which eventually would drain into a creek , probably underground. Ditch or no ditch everything eventually drains into the creek and into Cook Inlet even if I live 8,000 ft. or 20,000 ft. away from the creek.
I should be glad the EPA SWAT team didn't raid my garden while I sat back enjoying a cold beer after I deepened that little ditch by about 4 inches.
