Impeachable offenses do not have to be based on a crime dunce. Plenty of impeachment’s have been based on abuse of power.
Abuse of office is a crime.

I'm not following. Repubs in Congress could have started an investigation on HB and JB at any time, couldn't they? Especially when they were in the majority.

there are lots of investigations that are never started.
The point is Trump got involved directly with Zelensky because he won as a reformer.
recall there was another phone call before the "transcript call" in which he makes contact with Zelensky to congratulae his winning.
Then there was Rudy's involvement looking thru Ukraine interference because he was defending Trump against Mueller.
So it all came up to the POTUS attention level, where it likely not would have without Zelensky's win and Rudys investigations..

You've officially become a trump tool. Biden was following US foreign policy over the Shokin affair, the reason being that Shokin was NOT investigating corruption as required. Biden wasn't carrying out a rogue agendalike Ghouliani.
