In almost every jurisdiction in America, if you commit a non-violent economic crime and paid back all money due, plus fines, and you have a clean record... no prior arrests, you would get the charges dismissed. Only first time, but it is happening every day in every Courthouse in this nation.
That was not the offer they made to Hunter, they offered him probation, and if he complied and did not get in trouble after a time, they then would then drop the tax charges only.
This is ongoing income tax evasion over many years involving hundreds of thousands of dollars and that typically gets jail time. Remember Paul Manafort he cheated on his taxes paid it back and still got jail time for income tax evasion. They also went after Manafort for FARA which Hunter is also guilty of but has not been charged for.
