If you want a substandard quality of work, hire substandard workers for substandard pay.
AND, you can always refuse to pay them when they are done...like Trump does.
Illegals tend not to sue.

I don't think that a wall is the answer either. Maybe if we start punishing employers who hire illegals instead? It does little good to round up workers and ship them back; the same employers will just find new ones to take their places -- unless there is a penalty for doing so. Guest worker programs are a good idea, but Trump's base will never go for that.

we have E-Verify. it is spotty.
Guest workers were once the norm - i'm not sure what happened there ( again my knowledge is spotty)

The problem with no wall is enforcement varies from POTUS to POTUS
Also with sanctuary cities repeat criminals who are deported just walk back in ( not always,but enough)

I'm not even sure a "wall"works -i think you need to increase some physical barriers where feasible
and rely on border guards where not

Basically the FBI uses fake news by saying the whole thing isn't utterly fallacious to drive their anti-Trump agenda
