Need is on the basis of how bad your losses are and your ability or inability to cover those losses. Since poorer communities tend to be mostly renters, they don't get hit harder. The landlords and property owners might but like in affluent areas that largely depends on the storm itself.

Giving people who rent priority on money and relief means they will be out of their home longer since it is the landlord / property owner that needs relief and funding to fix the damage and get their renters back into their homes.

You have to be a Church of Gorebal Warming true believer to think that the drivel that came out of her mouth in that roughly three minutes you reference was anything but that. She hasn't got a fucking clue, and just tries--note that, tries--to parrot the usual radical Leftist talking points on Gorebal Warming. It is as I said, she really believes that relief should go out on a politically correct, woke, basis rather than by actual need.

I seriously doubt it. If you did, you watched it with a strong right-wing filter. She did not say what they claimed she said. There was no reason to edit and splice the video other than to make it look like she said what they said she said.

I'll give you that it wasn't a direct claim. They stretched what she said about generalized Gorebal Warming into specifics about hurricane Ian relief efforts. Outside of that, Harris almost entirely spewed drivel.

That is fine if you think it's a drivel. I am just saying that the "right-wing propaganda machine" has been working overtime to twist everything they have been saying. It has been done for eons. All for votes.
