I expect she meant it wasn't equitable because white people lost their beachfront homes and condos and brown people lost their jobs cleaning them and mowing their lawns.......

In many, perhaps most cases, need is the same as race and economic status.

Poorer communities tend to get hit harder in these events. Those victims have fewer resources to recover as quickly.
