In order to do what she did say, this would have to happen. She stated that monies would first go to "communities of color" and to those "economically disadvantaged."
That requires racism and the Leftist concept of Social Justice be applied to those funds. Normally, funds are disbursed on the basis of need resulting from losses suffered as a result of the disaster regardless of race or economic status.
