15M of those 50M people will have their debt completely forgiven, which means 15M people will have, on average, $393 more dollars to spend in the consumer market every month.
35M of those 50M people will have up to $10K/$20K of their student debt forgiven (depending on Pell Grant status), but more importantly, payments are capped to 5% of the income and don't accrue interest so long as payments are being made on time.
Again, these are all net benefits to the economy.
The alternative is for those people to continue making debt payments instead of buying shit in the consumer market which spurs innovation and creates jobs.

It was common to jump right into a well paying factory job just after high school.Very few people get rich being a welder or an oceanographer.
Not everyone has the inclination to attend and graduate college, and there's nothing wrong with that. We need an economy that works for them too. My mother said the world needs bus drivers too, and its a shame a lot of our manufacturing base was outsourced to low wage countries.
