OK, well those loans were made earlier, which means the money has been spent.
So forgiving the debt moves the debt off everyone's books.
That is how debt forgiveness works.
Those aren't subject to the forgiveness. It's just the loans the government made. Though forgiving those loans would also be a net positive thing for the economy.
Loans from private banks are not the loans that were forgiven...but even if they were, it's still a net positive thing for you because you're not paying any more, and we also won't pay to service that portion of debt since it's forgiven.
