They are under no obligation to run in and try to keep you from being slaughtered. It would set up a precedent that they can prevent those kinds of things. They can't.

The gun haters think passing more laws of the same type criminals already break will suddenly cause compliance. Is there a threshold on the number of laws that once passed does that?

Either the paper or metal it was printed on wasn't thick enough to physically hold back the criminal. It's quite obvious the shooter didn't read it or he would have graciously complied.
