California has 11.7 percent of the nation's population, and produces ~15 percent of the nation's GDP, so clearly Californians are over-performing.

At one point it was. California was run by Republicans. From roughly 1890 to 1960, California's government was largely or overwhelmingly Republican. Since then, it has been largely Democrat run. The decline in the state started with that switch and has accelerated as the Democrats gained a near one-party monopoly on government within California.

How is it wrong? How is developing and exporting tech even comparable to making sneakers? And given the US has 4% unemployment and rising wages today how is throwing that away “smarter?”

To a degree. But nothing destroys an economy like the Left. Between high taxes, onerous regulations, lots of intrusive bureaucracy, with government picking winners and losers in the marketplace, the Left absolutely destroys economies.
