Who says it requires a vote? That’s stupid. There is no way that says you must vote to proceed on investigating impeachable acts.

She has refused repeatedly to hold a vote. A vote that allows debate on the House floor, a vote that drafts exact language of the resolution (instead of allowing this witch hunt)... and most importantly, allows the Republicans to also have subpoena power as past impeachment efforts have done.

There is a reason the Dems are hiding from the vote. Until both parties have subpoena powers, then Dem subpoenas are worthless.
