That is doubtful. Armorers are hired by directors, or possibly producers, but not executive producers. If Baldwin had hired her, he would also demand credits as a director.
It is always possible that he had someone else hire her for him... But it is doubtful.

Rust was owned by a corporation. The corporation was owned by a lot of people, including probably Baldwin. That being said, debts of the corporation are very hard to transfer to the owners, because that would pierce corporate veil. The corporation is almost always treated as a separate person.
So the owner of a corporation that owns a bar really cannot be held liable for the actions of the bar. The MANAGER of the bar can be held personally liable. In this case, the managers do not obviously include Baldwin.
Now maybe there is evidence that has not yet been released to the public. Baldwin might have been running things behind the scene. But, with what we know now, Baldwin was not the manager.
