You're absolutely right. The *only* reason, as I said earlier, that I brought up Appalachian poverty is to point that out.
So -- what's your opinion? Rather than pointing fingers of blame, is this something that should be addressed? Ignored? If addressed, then how?
Not an easy question obviously as many smart people have spent centuries trying to answer it. If I had a really good answer I'd be fabulously wealthy. haha.
From a 30K foot level, there are different levels of poverty that should probably be addressed differently. There are those that are mentally ill and living on the streets that realistically don't have a chance to hold a job and live a "normal" life. There are those who say have immigrated here and come with nothing so are considered in poverty. There are those that hit a rough patch and are down on their luck but poverty isn't a permanent thing for them. There are some whose family has been in poverty for multiple generations.
I believe there are different ways to target each of those groups. We could obviously get into waaay more detail about how.
