Federal regulation of lobbying only applies to employees hired to directly influence legislation. Anybody else is free to contact government officials to discuss political issues.
Any congressional office is busy with constituents waiting to see their elected representative for White House or Capitol tours, problems with government bureaucracy, and expressing their opinions about pending legislation.
The old "lobbyists bribe members" cliche is the Marxist "evil capitalism" view. Money is given to members who support their cause, not to bribe them to vote a certain way based on years of research and study as opposed to public cynicism.
