Lobbying is the only way the public (often through their interest groups) can convey their feelings to their elected representatives. And, members of Congress would be much less informed about most issues without lobbyist to inform them.

Now, unless it can be proven that Hunter was acting with Dad's blessing and direction, all this falls on Hunter's shoulders....and I'm at a loss as to what the penalty for his attempted actions are.

You don't know the difference between lobbying and campaign contributions.
Lobbying does not necessarily involve money. Probably the most powerful lobby in the U. S. is the AARP. Yet, they are a nonprofit and cannot give contributions--their power rests with the large number of members with high voter turnout.
Many groups give campaign contributions but do not lobby. Votes, not money wins elections. So, a candidate with a lot of money loses elections to a candidate with more votes.
You are just spouting political cliches which have no evidence to support them.
