We have always had visa overstays, so people who had visas, but now do not have legal rights to stay in America. Now we are seeing massive visa canceling. It might be 3 million visas that have or will be cancelled. That would be 3 million people who a few months ago would have been completely legal to hire, but now cannot be hired. trump is rounding them up.

So Glass House might be right when they say they only hired people legally allowed to work. The people were legally allowed to work when they were hired, and did not have an immediate cancellation date to their visas. It might depend on the state, but around here minors can sell tobacco products. It would be difficult to switch in an adult clerk at every convenience store whenever someone wanted a pack of cigs.

I also know that minors are definitely allowed to work on tobacco farms. I doubt there is any specific law restricting minors from working at marijuana farms. Marijuana farms are far more controlled than tobacco farms, so difficult to steal from.

Again, I guess it depends on the state, but everywhere around here there are minors working at restaurants that serve alcohol.
