Trump Admin bans Harvard from enrolling foreign / international students

I don't think Harvard stands much of a chance here outside shopping a judge that simply by judicial fiat says Trump's order is invalid. Even then, that would be a temporary solution. Neither the courts nor Harvard have any real ability to challenge US foreign policy decisions, and this is what this decision amounts to. Congress could legislate to override this decision, but they'd need Trump to sign off on it and that isn't going to happen.

I'd say Harvard has two choices here: Roll over and conform to Trump administration demands or become an entirely domestic university without foreign students and faculty.

The bolded = textbook authoritarianism.

On the other hand, true authoritarianism is what FDR practiced in good part. For example, Avery Sewell, CEO of Montgomery Wards was an outspoken critic and opponent of FDR's New Deal. FDR and his administration found a subsidiary of Wards that was making parts for the aircraft industry.

FDR used that to claim Sewell was blocking war production and in 1944 had him forcibly removed from his office. Two years earlier, FDR confiscated Sewell's personal yacht because he wouldn't comply with New Deal legislation.

This episode of American history was a personal vendetta by FDR against an outspoken critic who was head of a major US corporation. Now, that's authoritarian and even imperial in the sense of being something a monarch would do.

So, if your question is "Who should be blamed for the April 16 request?" then the answer is Kristi Noem. You might be asking how I know that Kristi Noem is to blame and not Trump. All I can say is that you have to know how to pick up on certain clues.

Incorrect. Were you aware that Kristi Noem was confirmed by the Senate to serve as Secretary of Homeland Security? She doesn't need Trump's consent to send a request on April 16. I know, shocking, isn't it?

The New Deal was in the early 1930's. In 1942, there was a thing called WWII, which required the confiscation of all yachts that were not loaned to the government. Why didn't Sewell loan his yacht to the war effort?
 
She doesn't need Trump's consent to send a request on April 16.
She needs trump's consent to keep her job. She literally serves at the pleasure of the president, which means trump can demand her resignation (if he is feeling polite), or just fire her for whatever reason he wants. he does not need the consent of the Senate to fire her.

There have been past cabinet members who went against the president, and they get removed, and someone more compliant is put into their office.

That didn't stop implementation of more and more of the New Deal because it took FDR years to get enough bobble heads that would go along with it on the Supreme Court to overturn that court's initially strike down of nearly 90% of it.

Because FDR turned it into the Presidential yacht. (talk about taking a 'gift')...

Yep. Social Security is nothing more than a retirement fund that is badly managed. People can plan and save for their own retirement.
