NATO decided way back in 2006 that 2% was the minimum GDP figure.

It is a guideline ,annually they agree on many things being part of NATO. Dozens of things and I doubt if there is any country that goes along with all of the positions in the Nato agreement , It is not law and it is not even a treaty. 2024 just about every country will meet the 2%. all countries in the world spend what they think they need on defense. The reason we spend so much is that corporate America demands it for there bottom line.
