The 2% goals were not written in the treaty, and were goals to be gotten to over time. Both Germany and France are achieving the 2% goal this year.

It takes years to ramp up military spending. No one took it seriously when the clown was president, but now that Biden is President, they are all working towards the goal. Putin's threats against Europe also helps.

It became a little difficult with so much of the military production going to Ukraine, but we are back on track now.
