If you are not playing a game and intent on TRULY reducing and ending it, then that is the only real way to do it.
As long as all the Trump hotels are waving what migrants see as big money, to sneak in and work at my hotels and golf courses, with a wink and a nod, saying 'we will not check or enforce the laws against you', then you will ALWAYS get migrants taking the chance and coming, when they either succeed and get for them is a good paying job, or they just get sent home.
it you tell Trump and his hotels and golf courses, you are REQUIRED to do the following before hiring, and they face penalties (fines, etc) if they do not, then that can deter them and if no jobs are offered the migrants will stop coming.
So whether that is a policy position you would support or not any smart person can see that if you do TRULY want to curtail it, you must get those offering money (the enticement) to stop offering. The rest is just gaslighting game play. A pretense you are against illegal migrants while ensuring they will keep coming so you can use them as a political football.
