They're doing it because the government is forcing them to. Government mandates that end ICE vehicle sales in anywhere from 5 to 10 years for example...

If you haven't heard already, the California Air and Resources Board (CARB) approved a monumental regulation this past week. By the year 2035, all manufacturers in California will no longer be able to sell vehicles solely with Internal Combustion Engines (ICE). Meaning in just twelve years you will not be able to purchase a brand-new car with a gasoline-powered engine.

It takes time to design, test, and gear up for production so manufacturers are starting to move towards these government mandated, authoritarian, diktats. It isn't because EV's are popular or wanted, they're not. It's because radical Leftists in government are FORCING down the public's throats.

As the DNC stenographers point out - what Tesla calls "Super Chargers" are what you are listing as level 2.

The extreme rapid charge have been theorized, but as said - due to heat from pumping in high amperage, damage LiIon battery packs.

Gasoline is not "explosive." It is flammable. So is lithium.

Gasoline is a minor health hazard compared to lithium being a serious health hazard.
Gasoline is flammable but so is lithium and you can't use water to put a lithium fire out
Gasoline is non-reactive, whereas lithium is highly reactive.
